Isn't the piece rate the higher the better?
Which factory has to make money depends on the situation. If the stamping plant has good efficiency and high profits, it can be higher. If the benefits are average, don't ask for too high, but the overall salary is a little bit higher than the peers.
Because once the piece rate system is formed, the people who can really stay in the company for many years are basically the skilled and able-bodied workers in these industries.
There is no overall salary and treatment higher than that of the peers, there is no way to recruit or retain people, and many things are not easy to rectify and implement.

Is the low piece rate key?
